EU clears way for talks on COVID 'Green Certificate'

The European Council agreed on Wednesday a mandate for negotiations with the European Parliament on the introduction of a Digital Green Certificate which would facilitate travel amid the coronavirus pandemic.

According to the council, the certificate, first proposed in March, would "facilitate safe and free movement during the COVID-19 pandemic by providing proof that a person has either been vaccinated against COVID-19, received a negative test result or recovered from COVID-19." The European Council introduced several amendments to the proposal, including a reference that the certificate "is not a precondition to exercise free movement rights and it is not a travel document."

The European Parliament is set to discuss its position on the Digital Green Certificate between April 26 and April 29, after which interinstitutional negotiations will start. The EU noted it hopes to have the complete framework on the matter ready by the summer.
