House Democrats seek to reform Section 230

House Energy & Commerce Committee Chairman Frank Pallone introduced on Thursday new legislation that aims to partly reform Section 230 protections for American tech giants.

If the bill gets approved in Congress, online platforms such as Facebook, Twitter and YouTube will lose protections granted by Section 230 under two conditions - if they knowingly or recklessly use a personalized recommendation algorithm, or the algorithm recommends content that materially contributes to physical or severe emotional injury.

"The time for self-regulation is over, and this bill holds them accountable. Designing personalized algorithms that promote extremism, disinformation, and harmful content is a conscious choice, and platforms should have to answer for it," Pallone noted in a statement.
