Germany ignores dissent from plan to curb pollution

The Federal Ministry of the Environment, Nature Conservation and Nuclear Safety in Berlin made it clear on Friday that the car industry won't be able to dismiss the national strategy for pollution outright. Minister Svenja Schulze was one of the top planners in the German government's initiative to limit air pollution without driving bans in cities or a rapid crackdown on vehicles running on diesel.

Bayerische Motoren Werke AG, or BMW AG, has immediately said the Concept for Clean Air and Ensuring Individual Mobility in our Cities "doesn't make sense" as obligatory upgrades of obsolete diesel vehicles would take too long to implement. The part of the program covering retrofits, which would also be paid by carmakers, could be started only in 2021, it added and estimated the effect on the environment and performance would be unfavorable.

Automotive industry association VDA also expressed opposition to hardware upgrades.
