Poland, Hungary issue joint statement on EU budget

Hungary's Prime Minister Viktor Orban and his Polish counterpart Mateusz Morawiecki issued a joint statement on Thursday in which they vowed to stop the European Union's budget from passing unless the rule of law condition is removed.

Orban and Morawiecki claimed that the mechanism is a political instrument, asserting that it "applies vague definitions and ambiguous terms without clear criteria on which sanctions can be based and contains no meaningful procedural guarantees."

The two leaders said that their proposal is to "facilitate the speedy adoption of the financial package by establishing a two-track process." They seek to limit any "additional budgetary conditionality" and "to discuss whether a link between the Rule of Law and the financial interests of the Union should be established."
