NATO addresses Russia, China in summit statement

NATO heads of state issued a joint declaration at the summit in Madrid on Wednesday, adopting a new Strategic Concept, which will guide its actions in the coming years. As previously announced, the alliance designated Russia "the most significant and direct threat" to its security and vowed to counter its threats.

NATO also stated it faces competition from countries, "including the People's Republic of China, who challenge our interests, security, and values and seek to undermine the rules-based international order." The alliance committed to stepping up political and practical support to Ukraine and formally invited Finland and Sweden to join. "Allies have committed to deploy additional robust in-place combat-ready forces on our eastern flank, to be scaled up from the existing battlegroups to brigade-size units where and when required, underpinned by credible rapidly available reinforcements, prepositioned equipment, and enhanced command and control," NATO added.
