Trump: China deal would be valid without Congress

In the second message on Friday indicating a bilateral agreement with China is in the cards, United States President Donald Trump tweeted he alone can make the deal "fast and clean!" He stated that the procedure doesn't involve lawmakers on Capitol Hill, raising speculation that the two sides could sign something today.

Vice Premier Liu He has come from Beijing and the two are scheduled to meet later in the White House, signaling progress after conflicting messages this week rattled the markets. Wall Street stocks surged for the third day in a row, where Apple, which has strong exposure to China, reached a record high for the first time in more than a year. Dow Inc. and Caterpillar, also reliant on overseas customers, led the gains in the Dow Jones Industrial Average index.

"One of the great things about the China Deal is the fact that, for various reasons, we do not have to go through the very long and politically complex Congressional Approval Process. When the deal is fully negotiated, I sign it myself on behalf of our Country," Trump said.
