GAO: Trump broke law by withholding aid to Ukraine

The United States Government Accountability Office (GAO) decided that the administration of President Donald Trump broke the law by withholding $214 million of security assistance to Ukraine.

The funds, initially appropriated for the Department of Defense, were withheld by the Office of Management and Budget, which violated the Impoundment Control Act "for policy reasons," claimed the watchdog.

"We will continue to pursue this matter and will provide our decision to the Congress after we have received the necessary information," the report signed by General Counsel Thomas H. Armstrong concluded.
