S. Korea to start returning to normalcy in November - Moon

South Korean President Moon Jae-in said on Monday the country will gradually start returning to normal life in November as now more than 70% of its population have been vaccinated against COVID-19.

In a budget speech at the National Assembly, Moon noted that some measures, such as wearing facemasks, will stay in place in order to slow the spread of the disease.

The decision comes after the number of daily registered coronavirus infections in South Korea remained under 2,000 for more than two weeks.
